That number is rational, so the 9 is repeated infinitely. Now apply that with this:

719.99... = 719 + 0.99...
0.11... = 1 / 9
1 / 9 * 9 = 9 / 9 = 0.99...
9 / 9 = 1 = 0.99...
719.99... = 720

It does recur, it's just that your calculator could not record all the digits, so it stopped as late as it could. Without the exact digits, your calculations are flawed.
