Does it increase your chance of finding a rarer pokemon? I've seen both
sides, one saying that putting more honey does nothing, and the other
saying it helps you find the rarer pokemon such as herracross and
munchlax.

Putting more honey on does not help you find rarer pokemon. It just waste your honey.

It does nothing. Just put honey on all the honey trees. The one under the bike road, down by where you catch Gible is good for catching Heracross. I run into it a ton there.
