The minimum youtube allow for partners is 1000 subscribers and 10000+ views on your videos (not sure if all together). You can get partnered through a partner like Machinima, so you could be just starting off on youtube and be a partner.

just do what you want on youtube, obsessing over getting subscribers wont get you anywhere,
