Good thing it's a WiFi event. The ones you have to attend are pretty boring. Also, we don't have such things around.

The reason it's so low probably is because of how early you can get Victini in the game, since the event begins as soon as the game is released.

Well, Liberty Ticket is probably a ferry ticket. The first city with a proper port is Huin City (idk it's English name), so I think that's the earliest you can get Victini.

Which is great really, though Victini is OP, thus not fun ingame.
