No, not all are always lower (but most are from what I've seen).

considering the original had an average score of 99,the highest average score of all time,i dont think the 3ds version can top that

It won't top that, but you are forgetting two things: This is handheld and this is 3D. So it's not the same. Ocarina of Time is an old game and someone who hasn't been playing it recently (or at all) can look at it as a new game.

I'm expecting something between 85 and 90 for the rest of the reviews.

IGN aren't biased reviewers, and GameSpot has some common sense. I don't think they'll score low. GameInformer, on the other hand...

Pocket Gamer UK gives a second 100 to OoT3D, also giving the game an official MetaScore: 97. Pretty impressive.

GameSpot doesn't have common sense, they gave Twilight Princess an 8.8 but Super Mario Galaxy a 9.5. They picked a 15 year old game and rushed it to get it out so people buy it. It's disappointing how they can't take the time to make it good.

Bad games exist to fanboys: bad games to CoD fanboys, for example, are pretty much anything that doesn't involve guns.

Also, another score, Cubed3 gave a 90. This drops the score from 97 to 96, a whopping one point. It's official to say this game should not be considered for purchase, and everybody should avoid it. A game that drops in score is an obvious fail.
