Whenever I try to post an animated icon, It's either to big, or the right size but not animated.

Use an image editor and make the icon you want 150w x 200h. Then upload it to an image-hosting site, and take the image url and post it in the "Link to Off-Site Avatar" box.

I don't have a program for that.

What Zman said. Watch that video if you want to know how to make a youtube video into a .gif. You don't need any software for this. And I suggest getting a program like GIMP. GIMP is free, and quite useful. Not as powerful as Photoshop, but you can always pirate that. If anyone tells you that there isn't or barley a difference between GIMP & photoshop, there is. Try getting Photoshop.
